Resumo
This Implementation Plan sets out how the World Bank Group will deliver its Metals and Minerals Strategy for emerging markets and developing economies by addressing three interrelated challenges—weak policies and governance, inadequate foundational infrastructure and human capital, and limited private capital mobilization—through eight scalable solutions organized under three pillars. The Plan operationalizes sector diagnostics and value chain roadmaps, modernizes legal, regulatory, fiscal, and institutional frameworks including licensing and cadaster systems, strengthens environmental and social standards, artisanal and small-scale mining formalization, mine closure and repurposing, occupational health and safety, revenue management and benefit sharing, and transparency aligned with the Extractive Industries Transparency Initiative. It promotes shared, multi-user infrastructure corridors and metals processing hubs, demand-led skills and supplier development programs, and early-stage and de-risking instruments across IBRD, IDA, IFC, and MIGA to build bankable projects and crowd in long-term private investment, with Paris Alignment under the Climate Change Action Plan and a precautionary approach to deep-sea mining. Implementation will be anchored in government-led Country Compacts in priority countries, supported by multilateral development bank collaboration and trust-funded platforms including the Extractives Global Programmatic Support, Climate Smart Mining, and the Resilient and Inclusive Supply-chain Enhancement Partnership. The Plan concludes that a fivefold increase in financing volumes, coupled with stronger governance, integrated infrastructure, and market-enabling mechanisms, can unlock responsible sector growth, catalyze private capital, and generate more and better-paid jobs across the mineral value chain. Policy changes emphasized include comprehensive reforms to fiscal regimes, E&S monitoring and enforcement, geodata and digital one-stop permitting, benefit-sharing frameworks, PPP-ready infrastructure regulations, local content policies, water governance in water-scarce regions, and results-based mechanisms to track private capital mobilization, jobs, fiscal revenues, and community investments.
