Abstract

This Agricultural Sector Review for the Dominican Republic (DR) analyzes the sector’s achievements to date as well as the constraints and emerging risks that the sector faces. The objective of this Review is to encourage dialogue in the DR on policy reform and public investment options that can serve to consolidate the important advances achieved to date, mitigate emerging risks, and ensure the agri-food sector’s long-term competitiveness, inclusiveness and resilience. The Review begins with an overview of recent socioeconomic developments in the DR and of recent agricultural sector performance. It then adumbrates institutional arrangements and capacity constraints in the sector before analyzing the country’s key agricultural policies and their impacts on competitiveness, inclusion and resilience. Drawing on in-depth analyses prepared for this Review, case studies are presented for two important agri-food sectors, namely bananas and cocoa. These case studies illustrate a range of challenges and opportunities faced by the DR’s agricultural producers more broadly. The Review closes with a look to the future of Dominican agriculture, providing conclusions and recommendations with regard to policy reform options and public investment opportunities for consideration by the Government of the Dominican Republic (GoDR) and other key stakeholders in the sector.
